Get ready for a full day of July 4th fun in the Monument area! The schedule of events is available on our website. Beginning at 7 am on Monday, July 4, there is a fun run, pancake breakfast, parade, street fair, food vendors, kids’ games, live music and a family friendly beer garden until 5 pm.
Parking in downtown Monument will be extremely limited and many of the streets will be closed from 6:00am-4:00pm for the parade and street fair. Parade spectators are encouraged to use the parking available at Lewis-Palmer High School with shuttles running from 7:30am-9:30am and 11:00am-3:00pm back and forth from the corner of 2nd and Adams Streets to Lewis-Palmer High School.
Spectators are prohibited from claiming a spot to view the parade before 7 pm on July 3. To prevent damage to our irrigation system and grass, it is prohibited to stake anything into the ground or leave tarps or blankets on grass areas overnight. Items placed on public property are left at the owner’s risk and do not create a guarantee that the “claimed” area will remain available to the person or persons who claimed the area.
Due to the heat and crowds, we encourage you to leave your pets at home. Fireworks are not permitted within Town limits. Please visit our website for more information.

Help Us Keep Monument Beautiful
To protect the health and safety of the public, it is important to keep streets, alleys and sidewalks free of obstructions, litter, and other material. - Property owners must trim and prune trees and bushes that overhang or obstruct streets and right-of-ways.
- Property owners must cut and remove weeds and yard waste that may become a fire hazard.
- Property owners must also prevent rubbish, garbage or waste material from accumulating on their property or sidewalks, regardless of who put the material there.
- Property owners are responsible for maintaining the sidewalks adjacent to their property. Keep your sidewalks safe to ensure debris, dirt, and snow do not pose a hazard to pedestrians. You must also repair cracks and other damage to allow for safe passage for your neighbors and to our businesses.

To lower the peak summer irrigation demands, lawn-watering restrictions are in place from May 15th through September 30th. During that timeframe, please adhere to the following schedule: - Even-Numbered Buildings: Tuesdays Thursdays and Saturdays
- Odd-Numbered Buildings: Mondays Wednesdays and Fridays
- No watering on Sundays
- Please water before 9 am and after 5 pm
Customers with newly installed sod may obtain a sod permit to temporarily exempt them from lawn-watering restrictions.

Elections for the Board of Trustees are for four-year terms and occur every two years. The next regular election will be held as a coordinated mail ballot election on November 8, 2022.
Trustee seats currently held by Kelly Elliott, Ron Stephens, Darcy Schoening, and Redmond Ramos, will be elected in November 2022.
The Trustee candidate receiving the 4th highest number of votes at the November 2022 election will serve a shortened two-year term.
The Mayor seat currently held by Don Wilson will be elected in November 2022. Trustee seats currently held by Mitch LaKind, Jim Romanello, and the candidate elected to the shortened term in 2022 will be elected in November 2024.

New Development Projects KFC Final PUD Plan - KB Enterprises, LLC requests approval of a Final PUD for KFC drive-thru restaurant on 0.797 acres. The project is situated on the southwest corner of Harness Road and Jackson Creek Parkway. The parcel is Lot 3 of Monument Marketplace North.
Monument Junction West Lot 5 Preliminary/Final PUD Plan - NES Inc on behalf of Alliance Residential Realty requests approval for a Preliminary/Final PUD Plan for 264 multi-family residential units on 10.687 acres. Alliance Residential intends to provide a multi-family residential density of 24.7 du/ac that includes 264 units, a clubhouse, pool, and tenant storage. There are 11 residential buildings proposed. Each building is 3 stories and has 24 units. In total, there are (132) 1-bedroom units, and (132) two-bedroom units with a maximum building height of 50 feet. The project is situated on the west side of Jackson Creek Parkway and south of Highway 105.

Police Department Updates
Recruitment: Monument Police Department has been working on a hiring initiative to recruit sworn officers to the area. They choose to work in Monument because of the large community support that the Monument Police Department enjoys. As part of our effort to let officers know we are hiring, we have partnered with America First Advertising. They have graciously afforded us add space in the Tri-Lakes Community to help find great law enforcement officers to experience how good it is to live work and play in Monument! Thanks to a great partnership with Ms. Dustine Doran, our local America First Advertising consultant, our advertisements can be seen at many electronic locations across the region.

Policy and Accreditation: Monument Police Department continues to improve and update our agency policies, procedures, and best practices to ensure that Monument Police Department officers have the most recent Colorado specific policies researched and written by subject matter experts and vetted by attorneys. Our policies are based on nationwide standards and best practices while also incorporating state and federal laws and regulations where appropriate. Monument PD was proud to be recognized by Lexipol Connect Policy Recognition Program as a Silver Recipient for the first quarter of 2022.
New Hires: We have currently hired 5 new officers this year. Two have completed training and we currently have three in Field Training with two additional applicants awaiting a start date. Detectives have attended background investigation training and the police department is now conducting the backgrounds on all new hires.
New Evaluation / Mentoring: The new officer and supervisor evaluation system has been written and is going through its final edits with the staff. It will go live with the officers and supervisors on 30 June. The evaluations will now be written on the officers anniversary date or promotion date. This will decrease the number of evaluations due at one time thereby giving the evaluator the time to write an honest, thorough and meaningful evaluation.
Events: On 4/30/2022, the Monument Police Department hosted a drop site for the National Drug Take Back Initiative Event. During this event, we collected 110 lbs and 5 oz of old prescription medication, and transported it to DEA for proper disposal.
Patrol Deployment/Crime Analytics: With the help of 2F, we have been able to get more personnel resources for both Patrol and Support staff. With this increase in staffing, we have been able to work on creating crime analytics that will be used for intelligence lead policing. This is done by monitoring and reviewing cases and activity that is going on locally, and looking for trackable information, patterns, or correlations. We are partnering with our surrounding agencies to share crime analytics regionally, to help enhance our proactive policing by being aware of regional trends. The Patrol Division is able to utilize these crime analysis reports to help determine Modis Operandi (MO)/patterns and, based on these stats, are deploying officers to specific areas to help reduce crime.

Nina Ruiz has been hired as the Town Planning Director. In a municipal career spanning over 14 years, Nina has worked with multiple jurisdictions, but most recently she spent nine years with El Paso County. Nina has experience in multiple facets of planning, but is most passionate about establishing and growing relationships with stakeholders as well as ensuring that the adopted procedures, rules, and regulations allow for and foster the types of growth and development that will best serve the community.

Monica (Mona )Hirjoi – Director of Finance and Interim Treasurer. She has a Master’s degree in Accounting and Finance Management and she’s a Certified Public Accountant (CPA). She and her family moved from Chicago a year ago and her youngest son is a senior at the US Air Force Academy.
