Elections

The Town of Monument is participating in a coordinated election administered by El Paso County on November 2, 2021. The Town of Monument Board of Trustees have referred two ballot issues and a ballot question to ballot this November.  

Ballot Issues

SHALL THE TOWN OF MONUMENT, COLORADO, WITHOUT CREATING ANY NEW TAX OR INCREASING ANY CURRENT TAXES, BE AUTHORIZED TO COLLECT, RETAIN, AND EXPEND THE FULL AMOUNT OF TOWN REVENUES GENERATED FROM ALL SOURCES, DURING FISCAL YEARS 2021 THROUGH 2028 WITH FISCAL YEAR 2028 DOLLAR AMOUNTS USED AS THE BASE UPON WHICH FISCAL YEAR 2029 LIMITATIONS SHALL BE CALCULATED, WITHOUT REGARD TO THE LIMITATIONS OF ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION OR C.R.S. SECTION 29-1-301, ANY EXCESS AMOUNTS OVER THE ABOVE LIMITATIONS TO BE USED EXCLUSIVELY FOR ROAD CONSTRUCTION AND MAINTENANCE, SUCH CHANGES TO CONSTITUTE A VOTER APPROVED REVENUE CHANGE?

SHALL THE TOWN OF MONUMENT, COLORADO, SALES TAXES BE INCREASED $1,650,000 IN 2022 BY THE IMPOSITION OF AN ADDITIONAL SALES TAX OF .50% (INCREASING THE TOWN’S SALES TAX FROM 3% TO 3.50%), COMMENCING JANUARY 1, 2022; AND THEREAFTER SHALL THE TOWN OF MONUMENT BE ENTITLED TO EXCLUSIVELY COLLECT, RETAIN, AND SPEND THE FULL REVENUES FROM SUCH TAX INCREASE WITHOUT CONTRACTUAL, STATUTORY OR CONSTITUTIONAL LIMITATION OR CONDITION, INCLUDING LOCAL INTERGOVERNMENTAL AGREEMENTS, ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION, COLORADO REVISED STATUTES §29-1-301, OR ANY OTHER LAW AS IT CURRENTLY EXISTS OR AS IT MAY BE AMENDED IN THE FUTURE, SUCH AMOUNTS TO CONSTITUTE VOTER APPROVED REVENUE CHANGES, AND WITH SUCH AMOUNTS TO BE USED EXCLUSIVELY TO PROVIDE DEDICATED FUNDING FOR THE TOWN OF MONUMENT POLICE DEPARTMENT TO PAY FOR 

  • THE HIRING, TRAINING, AND EMPLOYMENT OF 8 MORE POLICE OFFICERS TO REDUCE CALL RESPONSE TIMES,
  • OVERDUE MAINTENANCE AND REPLACEMENT OF PATROL CARS IN THE DEPARTMENT FLEET,
  • THE HIRING OF A DETECTIVE TO HANDLE SENSITIVE ISSUES LIKE SEXUAL ASSAULT AND CRIMINAL CASE FOLLOW UP ON LARGER INVESTIGATIONS,
  • A UNIT OF SPECIAL ENFORCEMENT OFFICERS TO FOCUS ON COMBATING VEHICLE BREAK-INS, DRUG DEALING, RESIDENTIAL BURGLARIES AND HUMAN TRAFFICING,
  • THE REPLACEMENT OF ESSENTIAL PUBLIC SAFETY EQUIPMENT AND THE PROVISION OF ENHANCED POLICE SERVICES:

Ballot Question

Monument voters will have the opportunity to decide if the Town of Monument should form a home rule charter commission. The ballot will include a list of candidates for the home rule charter commission and voters will have the opportunity to vote for not more than nine of the listed candidates.

Home Rule Charter Commission Nomination Process

Candidates must be registered electors in the Town of Monument and shall be nominated by filing with the Town Clerk, on forms supplied by the Town Clerk, a nomination petition signed by at least twenty-five registered electors and a statement by the candidate of consent to serve if elected. Nomination petition forms can be picked up from the Town Clerk at Monument Town Hall, 645 Beacon Lite Road, Monument, Colorado during business hours of 8:00 a.m. to 5:00 p.m., Monday through Friday, beginning on August 3, 2021. Petitions and statements must be filed with the Town Clerk by Monday, August 23, 2021, at the close of business at 5:00 p.m.

Voter Registration and Election Information

Information on voter registration and updating your registration is available at www.GoVoteColorado.gov. Colorado allows you to register to vote through Election Day. The timeframe when you register, though, may affect the method by which you can vote.

  • If you register to vote online at least 8 days before an election, you will be MAILED a ballot.
  • After the 8th day before an election, you must visit a Voter Service & Polling Center or the El Paso County Elections office to register and receive a ballot in person.
  • If you register to vote through a voter registration drive, your application must be submitted no later than 22 days before an election.


 El Paso County will maintain 37 secure 24-hour ballot drop box locations. The closest locations for Monument voters are Monument Town Hall (645 Beacon Lite Road) and the Monument Park and Ride (Woodmoor Drive and I-25).
